I have a mscomctl.ocx in c:windowssyswow64 folder. Is that the file that needs to be registered?

I ran regsvr32 mscomdtl.ocx from the cmd prompt. I was in the c:\windows\syswow64 folder. I got a "DllRegisterServer in mscomctl.ocx suceeded" message. This dis not resolve my load error message. I got the same message as before.
