run .vbd on windows 7

I have a vb6 project that for now has to stay in vb6. I installed vb6 on win 7 32 bit machine and it runs fine. The problem is having the user document (.vbd) display in the .exe container. When I try to run the file, I keep getting stuck at the Windows Internet Explorer view download file. I have changed the windows script host to enable as well as other items but still keep getting stuck.

When I run the exe side of the program, it runs fine except for the blank area where the user doc should display.
