When this setting is enabled, you can click 'Shutdown' from the authentication dialog box when the system first starts without having to log in.
Default: NT Server = Disabled, NT Workstation = Enabled.

Value Name: ShutdownWithoutLogon
Data Type: REG_SZ
Data: (0 = disabled, 1 = enabled)
