only works on Win95/98/ME/NT4

Call CPUStart 'use this to initalize the process
Call CPUStop 'closes the process
Returns
MsgBox CPUUsage 'returns the processor usage in percent
Side Effects
Does not work on Win2k, and i wouldnt expect it t work on WinXP either.
