The File Checksum Integrity Verifier (FCIV) is a cmd-line utility made by Microsoft, for use on Windows 2000, XP, or Server 2003. This utility generates MD5 or SHA-1 hash values as checksums for files. It can save the hash values and filenames to an XML file, and compare against a previous XML file to see if any files have been modified.

The FCIV utility is available here.

The Microsoft KB article is available here.
